Stephen Bien, Director
Stephen Bien is a principal of our general partner. Stephen Bien has more than sixteen years of experience working on the capital side of the real estate industry. His experience in real estate investment and mortgage banking firms provided him the opportunity through FNMA, Freddie Mac, FHA, hard money lenders, regional banks, tax credit investors, and financial institutions to raise nearly $1 billion in capital for various real estate transactions. Mr. Bien spent over 12 years of that time employed in the tax credit investment industry with two major national tax credit syndicators closing transactions involving, tax-exempt bonds, FMHA 515 financing, USDA 538 financing, historic credits, new market credits and Low Income Housing Credits. He has been involved in over 100 transactions for the acquisition of over $600 million of Low Income Housing Credits, over $150 million in tax-exempt bonds, and approximately $500 million of permanent and construction loan financing. His transactions were spread over 26 states. Mr. Bien has a strong grasp of all the key aspects of financing tax credit transactions to include state agency requirements, soft money financing, and state applications, and capital financing. Mr. Bien has also assisted in the raising of tax credit equity with qualified corporate investors as a Vice President with SunAmerica Affordable Housing Partners, Inc. Mr. Bien has also developed real estate personally securing equity and debt financing on three multifamily real estate transactions with his development company Anchor Development Group, LLC based in Tampa, Florida. Mr. Bien has a Bachelors degree from the University of South Florida with a major in finance and minor in economics.
G. Robert Harrison, Director of Finance
Robert Harrison is a principal of our general partner. Mr. Harrison has more than thirty-seven years of experience in commercial banking, and the real estate lending and equity markets. Mr. Harrison brings a banking executive perspective with experience in lending, underwriting, credit approval, and business development. Mr. Harrison has been responsible for managing substantial loan portfolios, and commercial lending staff’s at four major regional lenders in the United States. Mr. Harrison’s experience includes implementation and development of sales staffs, asset management, and business development. He has experience closing all types of commercial real estate transactions with a multitude of financing sources to include low income housing tax credit deals, new market tax credit deals, Fannie Mae/Freddie Mac, USDA 538 financing, and historic credits. Mr. Harrison has been instrumental in the creation of numerous lending programs at the banks in which he was employed. Mr. Harrison has a Bachelors degree from the State University of New York at Buffalo, an MBA from the University of Tulsa with a concentration in Finance.
Dale Lancaster is the main principal of our general partner. Dale Lancaster has over 25 years experience in the affordable housing industry and has served as a developer, builder, consultant and property manager. He is a past president of the Mississippi Chapter of the Real Estate Securities and Syndication Institute. Mr. Lancaster is a 1976 graduate of the University of Mississippi with a Bachelor of Business Administration Degree and has served as general partner in numerous limited partnerships, including conventionally financed apartments, HUD 221 (D-3), and FMHA 515 projects. Mr. Lancaster has been actively involved in Section 42 housing since its inception and has developed over 25 projects in several different states.
